USC's program is not 200:1. More like 10-15:1 with how many sections each class has, and how many adjunct faculty are involved. The program is expensive, but most report that it pays off in the end, being taught by premier clinicians and researchers in each field. A lot of this ranking is based on the research and advocacy for the profession that occurs at the institution, and community involvement. We all take the same licensing exam! Sorry but I don't trust these rankings overall because there is nothing supporting them. Any student who is looking to get into a Vet school knows that certain schools are well known in specific areas of Vet Medicine and that is because of the current professors, and large donations to the school. Oklahoma State recently received 2 million for equine studies only. That was just received this semester so over the next year OSU will become better. Anyways for people looking for rankings the best thing to do is contact the school. They love questions and they love to tell you how great their school is and you will learn a great deal with a simple conversation.
